(Nairobi) – The Betting Control and Licensing Board (BCLB) has prohibited popular social media influencer Joseph Kairo Wambui, widely known as Khalif Kairo, from offering free cars in promotions. In a statement dated November 12, the board declared the promotions illegal under the Betting, Lotteries, and Gaming Act (Cap. 131) of Kenya.
The BCLB stated that Kairo’s recent collaboration with Payless Africa to give away a 2010 Mitsubishi Lancer breached the law. “The Board has noted that your company has been conducting illegal promotions… You are therefore advised to cease conducting such illegal promotions with immediate effect and ensure authorization from the Board in your future promotions,” the statement read.
Kairo, known for his philanthropic acts, responded lightheartedly on social media, posting, “Hehe, hata kupeana gari za bure tena ni shida,” which translates to “Hehe, even giving away free cars is a problem nowadays.”
Despite the ban, Kairo expressed determination to continue his giveaways. He vowed to work with the BCLB to ensure compliance in future promotions.
Recently, Kairo made headlines when he gifted a car to Patrick, a student at Kabete Polytechnic, through a partnership with Payless Africa, a mobile money transfer platform. The promotion rewarded loyal Payless users, and Patrick, who had the Payless app on his phone, became the proud owner of the Mitsubishi Lancer.
Kairo’s approach to the promotion was casual. After confirming Patrick’s use of the Payless app, Kairo handed him the car on the spot. This act transformed Patrick’s daily routine, enabling him to move from walking to driving.
The BCLB’s ban sparked reactions online, with users debating the implications of the ruling. A user on X (formerly Twitter), Nellard, remarked, “There’s a legal mechanism for promotions and corporate gifts. They attract taxes too.” Another user, Rogers, commented, “Tonnes of regulation will destroy any country!”
The Kai and Karo car dealership, which Kairo founded, has gained attention for its innovative marketing strategies, including the controversial car giveaway.
