Kenya Imposes Strict Mobile Phone Import Rules Starting January 2025

(Nairobi) – The Kenya Revenue Authority (KRA) has issued a new directive requiring mobile phone importers to declare specific details about devices, including their unique International Mobile Equipment Identity (IMEI) numbers, beginning January 1, 2025. This initiative aligns with KRA’s broader strategy to boost tax compliance and streamline mobile device regulations under the East African Community Customs Management Act (EACCMA).

Under the guidelines of EACCMA’s Second Schedule, importers must provide precise data on imported mobile devices. This includes accurate quantities, detailed model descriptions, and each device’s IMEI number, which will be entered into Kenya’s customs system upon import. By enforcing this process, the KRA aims to ensure transparency and accuracy in mobile device reporting, which contributes to Kenya’s tax revenue.

Travelers arriving in Kenya will also need to declare their mobile devices. All travelers carrying mobile phones into the country must provide IMEI numbers either at entry points or by filling out the F88 passenger declaration form. This additional measure seeks to enhance tax compliance and track mobile device usage in Kenya.

New Requirements for Mobile Device Imports Details
Importers Must declare IMEI numbers, quantities, and model details of imported mobile devices in the customs system.
Passengers Must declare any personal mobile devices at entry points or via the F88 passenger declaration form.
Assemblers/Manufacturers Must register on KRA’s Customs portal and submit IMEI data for locally assembled devices.
Effective Date January 1, 2025

Domestic manufacturers and assemblers of mobile devices will also fall under this directive. They are required to register on the Customs portal, where they must submit a record of all devices produced for Kenya’s market, including each device’s IMEI number. This requirement aims to monitor mobile device production and ensure compliance with local tax laws.

To support these changes, the KRA will release specific guidelines detailing system procedures and how to enter IMEI numbers for various user groups, including importers, travelers, and local assemblers. The KRA encourages all parties to familiarize themselves with these requirements and seek clarification as needed from any KRA office or its contact center.

The Commissioner of Customs and Border Control emphasized that these new regulations reflect the government’s commitment to ensuring comprehensive tax compliance and promoting responsible mobile device usage in Kenya.
