Public Sector Faces November Pay Delays as Payroll System Migrates

(Nairobi) – Kenyan government employees will experience delays in receiving their November salaries due to an ongoing system upgrade in the Ministry of Labour and Social Protection.


The Ministry of Labour and Social Protection has informed all government employees that their November salaries will be delayed as a result of the migration from the old manual Integrated Personal Payroll Database (IPPD) to the new Human Resource Information System (HRIS). The transition to the upgraded system is being carried out in compliance with directives from the State Department for Public Service.

A memo from the Director of Human Resource Management and Development, P.M. Mukiri, was circulated to all department heads, notifying them of the delay. The memo explained that the upgrade process, which involves transitioning government ministries, departments, and agencies (MDAs) to a more modern and efficient system, has impacted the timely processing of salaries.

Employees were urged to remain patient as the migration process is completed. The memo specifically requested all department heads to inform their respective staff about the situation. “This is to bring to your attention that there is a delay in processing the November 2024 salary. Kindly bring this information to all officers under your supervision,” it stated.

This change is part of the government’s ongoing efforts to modernize its human resource management systems and improve efficiency in processing payroll. However, the migration of such complex data systems often leads to delays as departments adjust to the new processes and infrastructure.

While the upgrade is expected to eventually streamline payroll operations, the delay in salary disbursement is an inconvenience for employees who rely on timely payments. The Ministry has not indicated how long the delay will last, but employees have been assured that the issue will be resolved as soon as possible.
